Möglich wurde dies durch eine neue Berechnungsmethode der direkten Betriebskosten für Verkehrsflugzeuge, die zwischen 1958 und 1960 im Forschungszentrum der DDR-Luftfahrtindustrie von einem Gremium hervorragender Fachleute erarbeitet worden ist, um anschließend von einer speziellen Abteilung im Entwurfsbüro des VEB Flugzeugwerke Dresden auf alle damals bekannten Flugzeuge angewendet zu werden. Hunderte Typenblätter sind auf diese Weise entstanden, angefangen von der Douglas DC-3 bis zur Tupolew Tu-114. Das Besondere dieser Berechnungsmethode ist eine organische Verbindung aller im Flugbetrieb anfallenden Kosten mit den Flugleistungen eines Typs, woraus sich ein rein quantifizierter Leistungsvergleich qualitativ verschiedener Flugzeuge ergibt, der bis dahin nur sehr schwer angestellt werden konnte. Seitdem können die direkten Betriebskosten als das Kriterium der Wahrheit und damit als Kaufentscheidung für einen Flugzeugtyp gelten.
