    L'introduzione di un approccio basato sulle competenze nella gestione del personale del servizio pubblico è uno dei modi per migliorarne l'efficacia. Nell'esperienza straniera di gestione delle risorse umane nel servizio pubblico, la pratica dell'approccio basato sulle competenze per costruire un servizio pubblico efficace è recentemente aumentata. L'implementazione di questo approccio nella pratica permette di risolvere una serie di questioni riguardanti il reclutamento efficace e il posizionamento del personale nelle autorità pubbliche, la pianificazione della carriera, lo sviluppo e il massimo utilizzo del potenziale di lavoro, lo sviluppo di un sistema di motivazione del lavoro, e la conduzione di una valutazione trasparente ed efficace. L'analisi della letteratura scientifica dimostra la presenza di un interesse scientifico nella ricerca della questione della competenza professionale dei funzionari della pubblica amministrazione da parte di studiosi nazionali e stranieri come A.A. Verbitsky, A.A. Demina, N.I. Demidishina, L.I. Ponomarev, Y.A. Tikhomirov, J. Raven, Steve Widdet e Sara Hallfor. Tuttavia, la ricerca sulla ricerca e l'implementazione di approcci metodologici moderni per la gestione delle competenze del personale del servizio pubblico è poco sviluppata.

La comunità internazionale ha iniziato a prendere coscienza di questo problema circa 30 anni fa e ora vuole applicare un approccio dinamico alla gestione delle nostre risorse idriche esaurite. La ricerca mostra che la gestione dell'acqua deve coinvolgere tutti gli utenti, specialmente donne e bambini, così come i pianificatori e i decisori a tutti i livelli. La visione mondiale dell'acqua per il XXI secolo, che interessa la comunità internazionale, si basa quindi sul principio di un approccio multidisciplinare alla gestione dell'acqua. Mira ad avviare un processo partecipativo della società civile, con particolare attenzione alle donne, che sono al centro dei compiti e delle faccende legate all'acqua in tutte le nazioni. È l'educazione che implica il coinvolgimento degli utenti in primo luogo. È essenziale promuovere valori e stili di vita più adatti alla stabilità sostenibile di un ambiente. L'educazione della popolazione sulle questioni dell'acqua deve tener conto della diversità del pubblico: agricoltori, insegnanti, studenti, specialisti e tutta la comunità scientifica, ecc.

    A un anno dall'improvvisa scomparsa del Professor Giuseppe Dalla Torre, non pochi hanno ripercorso i suoi prestigiosi incarichi nell'Università, nella comunità accademica italiana e internazionale, nella Curia romana e nello Stato della Città del Vaticano, e ne hanno ricordato le qualità intellettuali e umane nonché la sterminata produzione scientifica. C'è tuttavia un profilo della sua versatile personalità che forse è rimasto in ombra: quello legato alla sua attività giornalistica, invero assai protratta e fertilissima. Probabilmente a causa del pregiudizio per il quale scrivere sui giornali o interfacciarsi con i mass media, per l'approccio più semplice e divulgativo con cui le materie vengono affrontate, rientri in una sorta di dimessa 'arte minore' cui i docenti si dedicano a tempo perso: quasi un leggero diversivo rispetto alla più scrupolosa e severa stesura di testi rigorosamente scientifici. Per converso Giuseppe Dalla Torre, sin dalla giovinezza, mai ha disdegnato di applicarsi all'elaborazione di articoli giornalistici, in particolare per il quotidiano Avvenire: scendendo dalla cattedra universitaria e rivolgendosi con immediatezza al lettore della testata di ispirazione cattolica, per illustrare, con linearità logica e chiarezza concettuale, l'autentica sostanza dei problemi trattati in tutti i loro risvolti, specie giuridici, più controversi. Attraverso la lettura di questi articoli su argomenti quanto mai eterogenei - sintetici e quasi lapidari, come postulato dal genere letterario - emerge l'avvincente itinerario ultratrentennale della vivace militanza, nella compagine ecclesiale e nella società civile, di un giurista cattolico che non ha mai, anche nelle condizioni di più aspro scontro su differenti fronti, abdicato al suo munus - diremmo canonisticamente - genuinamente laicale di animazione cristiana delle realtà temporali, secondo il magistero più vivido del Vaticano II. Il volume, riproponendo molti di tali interventi e corredandoli di brevi analisi di suoi allievi, diretti e indiretti, auspica di dar conto di questo aspetto sinora poco indagato, e invece così pregnante, della sua opera.     Come dice un antico detto indiano, la "felicità non è l'avverarsi di un sogno. Felicità è ciò che probabilmente si prova, percorrendo la strada che porta a quel sogno". Può la ricerca della felicità essere più appagante della felicità stessa? Pna, acronimo che sta per Pratiche Narrative Applicate, si concentra sulla strada che ciascuno di noi percorre più o meno razionalmente, inseguendo il suo sogno di vita, la sua personale felicità. In questo scritto verranno spiegate le basi metodologiche, i contenuti formativi, e l'esegesegi del nuovo modello di Pna, ma per capire a fondo la teoria, nulla è più adatto che sperimentarla nella pratica. Claudio Naranjo diceva: "una cosa è parlare del viaggio interiore, un'altra cosa è vivere un viaggio interiore". Nel Capitolo 1 verrà descritta la base scientifica e metodologica della Pna, riferendosi alla psicoterapia della Gestlalt e alla Terapia Narrativa di Epston e White, raccontandone la storia e i parallelismi con le Pratiche Narrative Applicate. Successivamente nei capitoli 3, 4 e 5 verrà esplicitato il modello di Pna nelle sue varie fasi e più precisamente nei 4 fondamentali momenti: 1) Esternalizzazione di un "nodo" problematico del momento e riflettere rispetto alla personalizzazione che applichiamo alle situazioni di difficoltà che incontriamo. Secondo la Pna, la persona è la persona e il problema o nodo è il nodo. Tendiamo invece ad identificarci e a personalizzare i nostri problemi, ritenendo ad esempio che siano solo nostri, che capitino solo a noi...etc. 2) Ri- narrazione il nodo riportato osservandolo da altre prospettive, forse quelle più nascoste e silenziate di noi. 3) Ri- appropriazione di parti dimenticate di noi, trascurate ma ancora vive e potenzialmente utilizzabili. 4) Restituzione di queste parti alla società o al gruppo con cui si è intrapreso il percorso di Pna. Ciascun passo della PNA può essere ripreso più volte anche distintamente dagli altri, arricchito di nuovi giochi, anche ideati dal gruppo stesso. Buona lettura e buona scoperta!
