O National Health Insurance Scheme (NHIS) foi criado para funcionar como Parceria Público-Privada e destinado a fornecer cuidados de saúde acessíveis, económicos e qualitativos para todos os nigerianos. A indústria nigeriana de seguros de saúde enfrenta o desafio de desenvolver uma estrutura de taxas sustentável, devido a graves défices de dados que permeiam o sistema de saúde nigeriano e a estatísticas de saúde críticas não fiáveis. Utilizando o mecanismo de pagamento por capitação, o prestador de cuidados de saúde assume que, para uma dada população segurada, o prestador cobrirá todos os serviços de saúde para um pagamento fixo por membro por mês.
