In caseswhere government heritage agencies considered that adevelopment might compromise conservation, a CIEcould be undertaken to identify alternative coursesof action. The project proponent, in the case of aprivate development, could undertake the CIE. Theresults of these could be used to assist indeveloping appropriate avenues for the implementationof the development. To simplify the CIE process theuse of scoping, used in Environmental Assessment, hasbeen recommended. This would allow for considerationof only the significant impacts upon the communitysectors.
